Keystone Health’s Outreach Enrollment Navigators can help connect you and your family to health coverage in Franklin County. You may qualify for free or low-cost health insurance! We can help with Medicaid, CHIP or the new Pennie – Pennsylvania’s state-based health insurance exchange. There is no cost or obligation to meet with our Navigators and find out what is available. We’ll help you understand your options and then assist you with the enrollment process.

How can I get in contact with an Outreach Enrollment Navigator? To speak with an Outreach Enrollment Navigator, you can call: (717) 709-7969 (also in Spanish). We have several outreach locations, conveniently located in the local communities throughout Franklin County. Our outreach staff is mobile and can meet with you wherever it is convenient, either at one of our offices, or through a mutual meeting place coordinated with one of our many community collaborators. Please ask us about your options when you speak with a navigator.
Who is eligible for help from an Outreach Enrollment Navigator? This service is available to ANYONE in the community- not just patients of Keystone Health! With one of the following programs, you and your family will have coverage! Participating medical plans include: Pennsylvania Medicaid, CHIP and Pennsylvania’s state-based exchange, Pennie.
The Outreach Enrollment Navigators will educate you on the options available to you for health care coverage for your child and family. The Navigators will then help you identify the best option for your family and assist you with the enrollment process. We are here to help you find coverage so that you and your family can have access to quality health care. You, your child, and your family may qualify for one of the programs listed on this page.
What is Pennie? Pennie is a way to find quality health coverage. It can help if you don’t have coverage now or if you have it but want to look at other options. With one application, you can learn if you can get lower costs based on your income, compare your coverage options side-by-side, and enroll.
What if I tried to get Medicaid in the past but was turned down? You may qualify now. The requirements for Medicaid have recently changed and more people are now eligible.

What options are available for my family? Depending on eligibility you and your family may qualify for Medical Assistance, or CHIP (for children under the age of 19), Pennie, or a local charity program.
What documentation do I need to apply for these services?
For Medical Assistance and CHIP the following documentation is required:
- Name
- Date of Birth
- Social Security Number
- Birth Certificate (for all members of the household)
- Household Income (pay stubs, unemployment, SSI, child support, pension, alimony, etc.)
- Photo ID
For Pennie, the following documentation is required:
- Social Security Number
- Employer and income (wages, salaries, tips, net income from any self-employment or business, unemployment compensation, Social Security payments, including disability payments–but not SSI, alimony, retirement income, investment income, pension income, rental income, and other taxable income such as prizes, awards, and gambling winnings) for all members of the household
- Policy # for current insurance(s) covering household
- Employer Coverage Tool for every job-based plan household is eligible for (do NOT need to be enrolled) filled out by employer & returned to employee
For the local Charity Plans the following documentation is required:
This option is NOT health insurance. Must be a Keystone Health patient with a scheduled appointment.

Is there financial assistance available for these programs? Pennie does allow for tax credits to qualified individuals.
